On the enhancement, when the risk of failure is 0%, your enhance fail same with item defense orb

Risk of failure - the probability of the outcome that if the enchantment is unsuccessful, the level of enchantment of your equipment will decrease.

There are three outcomes in total:
- Item's enchantment level increases
- Item level stays the same
- Item's enchantment level decrease

At 0 risk, the attempt may fail, but the current level will never decrease.
