You may see at your screenshots under the level number there's an arrow that looks down - it means that you're on the territory where levelling system is in action. And it means that not only your level is down but also stats, hp, mastery points.
Leveling system is working on the locations too.

In some cases hero's level can be lower due to the levelling system. For example, now in Dungeons the level of all characters will be changed to the minimum among the members of a group. If you’re entering a dungeon without a group, the game will try to match heroes with a minimum level scatter — no more than 3.

Please, can you specify: do you mean that it gets lower in regimes such as Dungeons or Arena?

Dear friends!
Today, November 26 at 18:00 CET, our game server will be restarted to fix some bugs. The game will be unavailable for no less than 30 minutes.
What we've fixed:
- An error that appears after applying glyphs in abilities.
- A mistake that caused passive effects to stop working after a paid revival.
- Minor errors and bugs that affected the stability of the server.

Друзья!
В 20:00 по Москве состоится перезагрузка игрового сервера. Игра будет недоступна не менее 30 минут.
Что мы исправили:
- Ошибку, появляющуюся после применения глифов в способностях.
- Ошибку, из-за которой переставали работать пассивные эффекты после платного возрождения.
- Мелкие ошибки и недочеты, которые влияли на стабильность сервера.

Вчера мы получили несколько сообщений о том, что связь с сервером была потеряна, однако мы не зафиксировали падений. Сегодня мы перезагрузим игровой сервер в 12:00 по Москве, чтобы это исправить.
Игра будет недоступна примерно 2 часа.
