Weapon won't upgrade

Hello, my weapon won't upgrade further than level 10, it should go up to lvl 15, as you can see in the picture it has 0% chance of reducing its level. It's a lvl 20 pvp weapon.

And plz give a bit refund because I burn a lot of resources until I notice it.

I even got an update, got the sound, even my power went up, but it is still lvl 10.

Well.. something did happen, I try again a few more times and the weapon went to lvl 11. But something was broken, the chance to lose level was 0%.
