To add a person as a friend, you need to find him at the location or see a message from him in one of the chat channels. Then click on the character or his nickname and select the appropriate item in the interaction menu.

As I said above, you do not need to see him, you need to see a message from him in the world chat - ask him to send something and then click on his message to add as a friend.
