Combine items

Hello, i wonder why i can't combine this two items?  

Not all items can be combine to higher grade or what? 

Edit: i found more items that cannot be combine, there should be description that item cannot be combine etc, so we'll know to throw it away and don't invest in it

Yeah u can see if there is green blue state to upgreade the item if just one grey u cant...
